Detroit People’s Platform is consulting with our Environmental Justice partners to analyze the changes to FCA’s Permit to Install for the Jefferson North Assembly Plant. We will share our analysis as soon as possible.
Ongoing community concerns over the project include:
Increased Pollution – FCA claim they are doing more than enough but they could reduce facility emissions more with improved air pollution control technology.
Existing Public Health Crisis – Residents around FCA have high asthma rates and respiratory illness. Many of the pollutants released may make them more vulnerable to COVID-19.
Extreme Public Funding – Nearly 50% of the project is subsidized with public tax abatements.

Public Comment Period: Today, Feb 10 through March 16, 2021 (use ‘submit comment’ button in link)

“EGLE is holding a public comment period from February 10, 2021, until March 22, 2021, and a virtual public hearing on March 16, 2021 for FCA US, LLC Jefferson North Assembly Plant (JNAP) located at 2101 Conner Street, Detroit, Michigan. Permit to Install Application No. 33-20 is for the proposed installation of a new coating line and changes to existing equipment at JNAP. This application originally went through public comment in 2020. This second public comment period is necessary because FCA has proposed changes to the application.”
Changes to the draft permit are:
- The addition of updated conditions for four existing emission units.
- Additional recordkeeping and reporting requirements.
- To allow 12 months after installation for the average amount of volatile organic compounds per job to decrease from the current 4.8 pounds per job to 4.4 pounds per job.
